The WA Liquor Act requires most people working at licensed premises to hold an RSA certificate. Furthermore, licensees and unrestricted approved managers must complete the core MLPLCA401A Manage legislative responsibilities for the sale, supply and service of liquor unit, from the 52735WA Course in Management of Licensed Premises.
Prerequisites:
Completion of the Responsible Service of Alcohol (RSA) course SITHFAB002 Provide responsible service of alcohol is a prerequisite to this unit and must be completed before starting MLPLCA401A Manage legislative responsibilities for the sale, supply and service of liquor.
- Face to Face participants must bring their SITHFAB002 Provide responsible service of alcohol certificate to the training for verification.
- Self-Paced Learning participants will be required to provide a copy of the SITHFAB002 Provide responsible service of alcohol certificate.

The MLPLCA401A Manage legislative responsibilities for the sale, supply and service of liquor certificate is only applicable in Western Australia. Each state and territory in Australia has it’s own unique MLP certificate.

Currently the following licensees or managers must have completed the core unit MLPLCA401A Manage legislative responsibilities for the sale, supply and service of liquor as a minimum:
Permanent Liquor Licences
- Individual licensee
- Partnership licensee – at least one partner must complete the required training
- Company licensee – at least one Director must complete the required training
Approved Managers
- Unrestricted Approved Manager
Occasional Licence
- Unrestricted Approved Manager – only required if a condition is imposed on the occasional licence
